Status: Planning

Location: McCrae Street, Dandenong

Project Overview

Council is planning road safety improvements along McCrae Street, between Foster Street and Dandenong Creek.

The project aims to reduce the risk of crashes and injuries, improve safety for people walking and riding bikes, and create a safer and more accessible street for everyone who uses it.

The proposed improvements respond to the road safety issues identified through crash data, traffic surveys and community feedback. They will also help improve connections between the Dandenong Creek Trail and the wider cycling network, making it easier and safer for people to travel by bike.

Council has secured approximately $2.6 million in funding through the Australian Government's Black Spot Program and the Victorian Government's Safe Local Roads and Streets Program to deliver the project.

The proposed works include a lower speed limit, protected cycling infrastructure, upgraded bus stops, raised safety platforms at intersections, a new raised pedestrian crossing, intersection improvements and changes to traffic movements designed to reduce conflict points and improve safety.

Before the design is finalised, Council is seeking community feedback to help ensure the project meets the needs of residents, businesses and all road users.

Why is this happening?

Between August 2019 and March 2025, there were 26 crashes along this section of McCrae Street. A total of 78 people were injured, including vulnerable road users such as a pedestrian and two motorcyclists.

Traffic surveys also show that many drivers travel above the current 60 km/h speed limit. Higher speeds increase the likelihood of crashes and the severity of injuries when crashes occur.

To help address these issues, Council has secured funding through the Australian Government's Black Spot Program and the Victorian Government's Safe Local Roads and Streets Program.

The proposed improvements aim to:
•    reduce the risk of crashes and injuries
•    encourage safer driving speeds
•    improve safety for people walking and riding bikes
•    provide better connections to the wider cycling network
•    improve access to bus stops and crossing points

How will these improvements help?

  • People walking
The new raised crossing and intersection upgrades will make it easier and safer to cross McCrae Street, including near the school and aged care facility. Unlike the current children's crossing, the new raised crossing will provide a dedicated crossing point throughout the day.
  • People riding bikes
The protected cycle lane will provide a safer connection between the Dandenong Creek Trail and the wider cycling network.
The proposed design aims to create a more comfortable environment for people of different ages and riding abilities.
  • Public transport users
Upgraded bus stops will improve access for passengers and support safer movement around the bus stop area.
  • Drivers
Lower speed limits, raised safety platforms and intersection improvements will help reduce the risk and severity of crashes along the corridor.

Consultation

The consultation has now closed. Residents and local businesses were invited to share their feedback via community feedback sessions in December 2025 and on the initial designs through the Have Your Say consultation and a letterbox drop between 14 September to 11 October 2026.

Community feedback was positive overall, with many people supporting changes to improve safety for people walking, riding bikes and accessing public transport, while creating a safer and more accessible street environment. The community also supported measures to improve safer travel for vulnerable road users.

Next Steps

Council is currently reviewing feedback received during the consultation period from 14 September to 11 October 2026 and incorporating it into the revised design.

Frequently Asked Questions

How are the type and locations of treatments chosen?

The proposed treatments and locations were identified through road safety and traffic assessments to maximise safety benefits, with consideration given to traffic conditions, road user movements and community feedback. Their placement has also been influenced by existing infrastructure and site constraints, including drainage, street lighting, utilities and property access requirements. The treatments are supported by road safety experts through the grant funding application process.

Will the changes increase traffic congestion?

Traffic studies show McCrae Street can operate effectively with one lane in each direction. The proposed changes will help reduce shortcut traffic, encourage longer trips to use nearby major roads, and improve safety while maintaining access for all road users. Overall, the road is expected to continue handling current traffic levels safely and efficiently.

Why not rely on speed cameras or increased enforcement instead?

Some community members suggested increasing police enforcement, speed cameras and red-light cameras. While enforcement is important, road improvements can provide ongoing safety benefits and help encourage safer driving every day, whether enforcement is present or not.

Why is the speed limit being reduced?

The proposed speed limit reduction, together with features like raised crossings and refuge islands, will help create a safer road for everyone. McCrae Street's mix of homes, public transport and pedestrian activity is better suited to a 50 km/h speed limit.

Why are the bus stops being changed?

The proposed bus stop changes were developed with the Department of Transport and Planning to improve bus stop spacing, accessibility and service reliability. The new floating bus stop design also helps make bus travel, cycling and boarding safer and more efficient for everyone.

Why are bike lanes being included?

The project seeks to improve safety and comfort for people riding bikes and provide better connections to destinations including schools, the Dandenong Creek Trail, Dandenong Park, central Dandenong and public transport services. Dedicated cycling infrastructure helps separate different road users and creates a safer environment.

The proposed cycling facilities will support current riders and help more people feel confident riding, including children and less experienced cyclists.

Will parking be removed?

Some on-street parking changes are needed to support the proposed safety upgrades, bike lanes, pedestrian crossings and improved bus stops. Council has carefully considered parking needs as part of the design and aims to balance parking access with safer and more accessible travel for everyone.

Will property and driveway access be maintained?

Yes. Existing property access will be maintained. Council has reviewed driveway access arrangements as part of the design process and will continue to consider specific concerns raised through the consultation.

When will construction occur?

Construction timing has not yet been confirmed. Once the design is finalised, affected residents and road users will be advised of the proposed construction program and any temporary traffic management arrangements.

Will there be changes to the intersection of McCrae Street, Box Street and Plunkett Road?

No. The current McCrae Street project does not include changes to the McCrae Street, Box Street and Plunkett Road intersection.

Council is aware of safety concerns at this intersection and has identified it as a priority for future upgrades. We will continue to seek external funding to support safety improvements at this location.
